Secret plans to turn staff into police informers
Council workers, charity staff and doctors will be required to tip off police about anyone whom they believe could commit a violent crime, under secret Home Office plans.
Civil liberties campaigners last night said that the proposal raised the prospect of people being placed under surveillance and detained even though they have committed no offence.
And a senior Whitehall official, who leaked the plans to The Times, said that it would entail a mass of personal information, including sensitive medical records, being passed around many different agencies — even if there was no firm evidence of any potential risk from an individual.

Doctors chief quits over training fiasco
The chairman of the British Medical Association, James Johnson, resigned suddenly last night over accusations that he was siding with the government in the debacle over training jobs for junior doctors. Mr Johnson said the criticism of him had "got very nasty" and he felt he had lost the confidence of some of his colleagues.
His decision to quit made him the highest profile casualty so far in the increasingly heated row between ministers and doctors, which has seen white-coat protest marches in Whitehall and an apology for the fiasco by the health secretary, Patricia Hewitt.

Eat less to cut risk of cancer
Britain is facing a "cancer timebomb" because of rising levels of obesity, a senior doctor warned last night.
Cancer expert Dr Greg Martin said people needed to be fully aware of the hidden costs of a poor diet and lack of exercise.
Excess fat around the stomach increases the production of the hormone oestrogen, which can be carcinogenic, he said.
With predictions that 12.6million Britons will be classed as obese by 2010, Dr Martin said a surge in cancer cases would follow "as surely as night follows day".

A MINUTE'S silence to remember missing Madeleine McCann and pray for her safe return will be held at noon today.
An anonymous email has swept through Portugal calling for the "minute of hope". Yesterday there were plans to extend the silence to Britain.
The email reads: "Madeleine, Monday 12 o'clock - a national one minute's silence to raise consciousness about the disappearance. Pass on the message."

The move is expected to double the number of speeding tickets issued to four million a year — and rake in an extra £120million in fines.
The devices will snap motorists who often escape detection because a traditional camera has run out of film after 200 snaps — but continues to “flash”.
The new cameras, by Dutch firm Gatsometer, snap thousands of high-quality images and can monitor speeds in four lanes at once.

Exclusive: Secret US plot to kill Al-Sadr
The US Army tried to kill or capture Muqtada al-Sadr, the widely revered Shia cleric, after luring him to peace negotiations at a house in the holy city of Najaf, which it then attacked, according to a senior Iraqi government official.
The revelation of this extraordinary plot, which would probably have provoked an uprising by outraged Shia if it had succeeded, has left a legacy of bitter distrust in the mind of Mr Sadr for which the US and its allies in Iraq may still be paying. "I believe that particular incident made Muqtada lose any confidence or trust in the [US-led] coalition and made him really wild," the Iraqi National Security Adviser Dr Mowaffaq Rubai'e told The Independent in an interview. It is not known who gave the orders for the attempt on Mr Sadr but it is one of a series of ill-considered and politically explosive US actions in Iraq since the invasion. 50 killed as Lebanese army fights Islamists
At least 50 people were killed and scores wounded in battles between Lebanese army troops and Sunni militants in and around the northern city of Tripoli yesterday in the worst violence to hit the city in two decades.
Witnesses described a constant barrage of gunfire amid clouds of dust and smoke as troops and tanks fired into a building where three militants from the Islamist group Fatah al-Islam were holed up. The militants responded with grenades and cries of "God is great". Fighting quickly spread to a nearby Palestinian refugee camp, home to 40,000 people.

Lebanon Army battles ‘al-Qaeda’ militia
The streets of Tripoli, the second largest city in Lebanon, echoed to the sound of automatic weapons as Lebanese soldiers surrounded a group of militants belonging to Fatah al-Islam, a radical Palestinian Islamist faction said to be linked to al-Qaeda.
One minister said that the fighting with Fatah al-Islam, which the Government says is backed by Syria, seemed timed to derail UN moves to set up an international court to try those suspected of carrying out political killings in Lebanon.

While detailed policies would be drawn up locally by council leaders, the proposals could see families having to separate out glass, plastics, paper, tins and even having a slop bucket for food waste and kitchen scraps. Fines could be imposed on people who fail to comply. At the same time, the Government's new waste strategy is expected to argue that councils could be given new powers to impose extra charges on "high waste households".

Four of the world's biggest pharmaceutical companies are proposing to launch a television station to tell the public about their drugs, amid strenuous lobbying across Europe by the industry for an end to restrictions aimed at protecting patients. Pharma TV would be a dedicated interactive digital channel funded by the industry with health news and features but, at its heart, would be detailed information from drug companies about their medicines.
A 10-minute pilot DVD, seen by the Guardian, featured a white-coated doctor discussing breast cancer and a woman patient who reassured viewers that "there are many new treatments available". Under the proposals, viewers could use their remote control to click on treatment options and read what manufacturers have to say about the latest branded breast cancer drugs.

Blair on 'pop star farewell tour', says Cameron
David Cameron will accuse Tony Blair today of acting like a pop star on a farewell tour as he demands the Prime Minister bring forward his 27 June departure date.
The Tory leader will criticise the paralysis in the Government caused by the Prime Minister's "long goodbye". At a London press conference, he will say Gordon Brown, who will succeed Mr Blair, should take over sooner rather than later.
Mr Cameron will argue that the handover is "a farce" in which Mr Brown wanders around the country with nothing to do and Mr Blair travels the world "indulging his vanity".
He will say: "In this country, we don't do 'farewell tours'. Tony Blair was elected to be Prime Minister of our country, not a pop star. We cannot afford week after week of decisions being made that could be reversed, ministers in posts who could be removed, civil servants not knowing who's in charge, and Parliament not being able to hold the Government to account properly."

GORDON Brown was heckled by anti-war campaigners yesterday as he arrived for the first hustings of the Labour deputy leadership campaign.
A woman repeatedly yelled, "Gordon Brown, troops out now" as the Prime Minister-elect started answering a question about children.
After the woman had been bundled out of the hall by stewards, Mr Brown told the audience in Coventry: "I don't think we should deny that it's been a difficult and divisive issue. I am going to go to Iraq, look at the situation and see what is happening.
"I believe that what we need to do is to combine what we are doing at a security level with economic development."
Mr Brown accepted full responsibility for the war as a member of the Government that backed the invasion.

The industry minister, Margaret Hodge, yesterday provoked a furious reaction from politicians and refugee groups by proposing that local British-born families should get priority for scarce social housing over newly arrived immigrants, with the exception of refugees.
Her comments in yesterday's Observer brought strong criticism from fellow Labour MPs and the Liberal Democrats and were used by the Conservatives to argue for stronger controls over immigration. Mrs Hodge represents Barking, an east London constituency which was once mainly white working class and is now a racially diverse area. Most of the council housing has been sold under the right to buy and the area has been a target for the British National party, which gained 11 seats on the local council last year.

Mum cuts off head at factory but the Sun reports
A WOMAN’S head was cut off in a horrific incident at a meat processing factory.
One horrified worker said: “It was absolutely appalling, like something out of a horror film — everyone here is in shock.”
The 53-year-old, a married mum of two, had been a cleaning supervisor for only two months at the Delico plant in Milton Keynes, Bucks, close to her home.
She was involved in cleaning a machine at about 3am on Saturday when the tragedy occurred.
Bernard Hoggarth, Delico chief executive, said: “This is horrendous for her family and for everyone who was working at the factory at the time.

Kevin Johnson, 22, was brutally attacked by the three teenagers, who are all believed to have been armed.
As he lay bleeding to death a few feet from his front door, the thugs fled – before launching another knife attack just minutes later.
Their second victim, who had not been named last night, was stabbed as he walked down the street. He was recovering in hospital.

Mars bars safe for vegetarians again
The company that makes Mars bars has announced that it has jettisoned plans to use animal products in chocolate and apologised to vegetarians who mounted a vociferous campaign against the change.
The company had said last week that it was changing the whey used in some chocolate and ice cream from a vegetarian source to one with traces of rennet, an animal enzyme.
